In terms of allocating temporary staff to clinics (so that they can use the app), we would suggest that each person is marked as available all day/every day and you allocate them to clinics based on their actual availability.
In terms of temporary staff on the day being able to access the app (and especially if they don't have their own iPad), they can log in on any iPad - they just need their own unique user ID. Each time they do a new login there is an initial validation step they need to do.
